Secretary of State Dulles today accused Russia of "prostituting" diplomacy for propaganda purposes and thereby endangering world peace.  Dulles referred...at his news conferences... to the many public letters which Russia has beens ending to the lead3eres of the Western countries.  The United States, he aid, has always felt that such exchanges were designed, "generally on a highly confidential level, sincerely to achieve some practical result."  Dulles again expressed hope that talks could begin within a few days on the ambassadorial level in preparation for a possible summit conference.  B ut he reiterated that the talks would have to demonstrate that a meeting at the summit would be worthwhile.
Mr. Dulles said that hitting the moon ahead of the Russians doubtless would have propaganda value.  But the decision whether to try to do this, he said, should be baed on the scientific merits.  And he said he was not sure that the scientific advantages of being first in suh an experiment would justify the cost.
